The board of commissioners of the National Commission for Culture and the Arts has granted a subsidy of P460,000 for the Academy’s Pelikulang Pampanitikan (Sine Panitik) project which aims to build up a literary film library for students.
FAP Director General Leo G. Martinez said that the NCCA subsidy will cover the budgetary requirements for the royalties to be paid to the authors—or their heirs—of the short stories and poems, as well as the scriptwriters who will transform these literary materials into film scripts.
Martinez explained that for the first venture, Sine Panitik aims to produce four full-length films, adapted from or based on four short stories and eight poems considered as Filipino literary masterpieces.
The production budget for the four films will be targeted at P7 million and the Academy might seek financial assistance from the Film Development Council of the Philippines (FDCP), the Metropolitan Manila Film Festival committee of the Metropolitan Manila Development Authority (MMDA) and the Quezon City Film Council. The project will be coordinated with the Department of Education (DepEd).
The first batch of Sine Panitik films will be shown initially as the entries in the 2012 Metro Manila Filmfest Indie Component and will premiere on Dec. 18, 2012, a week before the official Metro Manila Filmfest.
Martinez said that the Academy will request DepEd to provide schools the viewing schedules so that teachers and students can be organized to view the films as aid to literature subjects and courses. Booking or exhibition of films may be expanded to cover not only commercial cinemahouses but campus venues as well, specially if the films can be endorsed by DepEd for required viewing by students.
He said that ultimately, the films will also be reproduced in DVD to be distributed extensively at popular prices to schools, libraries, educators, students, embassies and consulates and the general public.
The orientation on the mechanics, release and implementation guidelines for the recently approved grant or subsidy is scheduled on Tuesday, January 31 from 10 a.m. to 3 p.m. at the NCCA building in Intramuros.
